\"We must regard science and technology as our primary productive force, talent as our primary resource, and innovation as our primary driver of growth,\" Huai stated. He highlighted the intensifying international competition in high-quality talent and cutting-edge technology, underscoring the need for independent talent cultivation to achieve scientific and technological self-reliance.
To this end, China plans to accelerate the development of a high-quality education system by integrating ideological and political theory courses across all educational levels. Enhancing teacher capabilities and leveraging world-class educational resources are key components of this strategy.
In the realm of scientific and technological reform, China aims to optimize innovation mechanisms, bolster basic and interdisciplinary research, and align scientific advancements with industrial innovation. Establishing a sci-tech financial system tailored to support these innovations is also a priority.
