In his address at the World Leaders Climate Action Summit during COP29, Chinese Vice Premier Ding Xuexiang articulated China's vision for global climate governance. He emphasized three key points: adherence to the principle of Common but Differentiated Responsibilities (CBDR), transformation of growth models, and enhancement of climate adaptation capacity. Ding emphasized that developed countries should take the lead in fulfilling emission reduction obligations and advancing their carbon neutrality timelines, while developing nations contribute within their own capacities. He also announced China's plan to submit its 2035 nationally determined contributions, covering all greenhouse gases, reiterating the goal of achieving carbon neutrality before 2060.
