Xi Jinping Sets Course for 15th Five-Year Plan

Earlier this week, President Xi Jinping convened a high-level study session at the Party School of the Communist Party of China (CPC) Central Committee, calling on principal officials to lay a solid foundation for the 15th Five-Year Plan (20262030). The plan, approved at the fourth plenary session of the 20th CPC Central Committee in late 2025, charts the Chinese mainland's strategic path for economic and social development over the next five years.

Xi highlighted the need to grasp the deep implications of strategic goals, emphasizing that building a modern industrial system and upgrading the overall industrial structure will be crucial amid rising global uncertainty. He stressed that maintaining a reasonable share of manufacturing and investing in advanced production technologies form the backbone of sustainable growth.

Infrastructure development also features prominently in his vision. Xi pointed to the urgency of creating a new development pattern in which the domestic economy serves as the mainstay and investments in physical assets are closely integrated with human capital, driving innovation and resilience.

Improving people's livelihoods remains at the heart of the plan. Xi called for steady efforts to raise quality of life alongside economic progress, underlining that social development and economic growth go hand in hand.

Li Qiang, joined by fellow Politburo Standing Committee members Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang, Li Xi and Vice President Han Zheng, presided over the session. Li urged officials to translate Xi's directives into concrete actions, ensuring that high-quality development and anti-corruption measures progress together as the Chinese mainland embarks on its next five-year journey.
