This past Friday, December 19, 2025, the Kuwaiti Ministry of Public Works and a firm from the Chinese mainland, China Communications Construction Company (CCCC), signed an engineering, procurement and construction (EPC) contract for the first phase of the Mubarak Al-Kabeer Port project on Boubyan Island, northern Jahra Governorate.
The signing ceremony was attended by Kuwaiti Prime Minister Sheikh Ahmad Abdullah Al-Ahmad Al-Sabah, cabinet members, and representatives from the Chinese Embassy in Kuwait and Chinese mainland enterprises. In his opening remarks, the prime minister hailed the project as a symbol of the enduring friendship and strategic partnership between Kuwait and the Chinese mainland, noting its concrete outcomes rooted in a long-standing historical foundation.
Liu Xiang, charge d'affaires at the Chinese Embassy, described the deal as a milestone in bilateral cooperation and a key step in advancing high-quality Belt and Road cooperation. He emphasized that the port will support Kuwait's economic diversification and align with Kuwait Vision 2035.
Chen Zhong, deputy general manager of CCCC, highlighted that this will be the company’s first port project in the Middle East constructed partly to Chinese mainland standards, leveraging CCCC’s technology and expertise. He pledged that Mubarak Al-Kabeer Port will become a flagship model of Kuwait–Chinese mainland cooperation.
As a centerpiece of Kuwait Vision 2035, the Mubarak Al-Kabeer Port project aims to transform Boubyan Island into a regional trade hub, helping diversify the economy beyond oil. With its strategic location in the Arabian Gulf, the port is poised to strengthen Kuwait’s role in global supply chains and regional logistics networks.
