In October 2025, the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China concluded with the adoption of the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for National Economic and Social Development. This roadmap charts the strategic course for the Chinese mainland from 2026 through 2030—a pivotal period bridging past achievements with future modernization goals.
Silvia Menegazzi, a junior assistant professor at Luiss Guido Carli University, says the plan rests on three main growth drivers:
- Advanced manufacturing and technology: Emphasizing digital transformation, innovation in robotics, AI and smart production to boost competitiveness.
- Domestic consumption: Leveraging a growing middle class and shifting economic priorities to create a more balanced, consumer-driven economy.
- Green transition: Accelerating the shift towards renewable energy and sustainable practices, reflecting a new model of development.
As Menegazzi notes, “China has promoted in the last 10 to 20 years an alternative model of development, which has already impacted how we think about sustainable development.” Her insight underscores the global relevance of these pillars, as businesses, investors and policy makers around the world look to integrate sustainability into growth strategies.
