Chinese Mainland Activates Level-IV Flood Response in Liaoning, Sichuan & Yunnan

The Chinese mainland's State Flood Control and Drought Relief Headquarters activated a Level-IV emergency response on Thursday for flood control in Liaoning, Sichuan and Yunnan as meteorological services warn of heavy rainfall across the three provinces from Thursday to Friday.

In the four-tier system — where Level I represents the most severe scenario — Level IV signals a high risk of flooding that requires provincial coordination and deployment of local resources such as pumping stations, mobile barriers and early alert systems.

Meteorological forecasts predict pockets of torrential downpours, with some regions likely to receive over 80 millimeters of rain in 24 hours. Hilly terrain in Sichuan and Yunnan could see flash floods and landslides, while low-lying areas of Liaoning brace for urban waterlogging.

Local authorities have mobilized inspection teams to reinforce levees, clear drainage channels and issue real-time updates via social media. Residents in flood-prone zones are advised to secure belongings, prepare emergency kits and avoid travel in high-risk areas.

This activation underscores the growing challenge of extreme weather events worldwide. As rainfall patterns shift, agile emergency planning and community preparedness remain key to reducing impact and safeguarding lives.
