Netanyahu Vows Response as Hamas Denies Gaza Truce Breach

Israel Signals Retaliation After Rafah Explosion

On December 24, Israeli Prime Minister Benjamin Netanyahu vowed that Israel would "respond accordingly" after an explosive device blew up near a military vehicle in Rafah, wounding one officer. In a speech at an Air Force pilot graduation ceremony, Netanyahu accused Hamas of violating the October 10 ceasefire agreement by failing to disarm as promised.

Hamas swiftly denied involvement, suggesting the device was leftover ordnance from earlier fighting. The group, which maintains it has fully abided by the ceasefire terms, reiterated that it had warned both Israeli forces and mediators about unexploded munitions in areas under Israeli control.

First Phase of Peace Plan Holds—but Fragile

The incident comes as the first phase of the 20-point peace plan proposed by U.S. President Donald Trump in September remains in effect: a ceasefire, hostage and prisoner exchanges, and partial Israeli withdrawals. Gaza health authorities report more than 400 Palestinians killed in localized violence since October 11, highlighting the ongoing risks despite the truce.

Diplomatic Push in Cairo and Ankara

An Israeli delegation led by hostage coordinator Gal Hirsch met mediators in Cairo on December 24 to press for the return of police officer Ran Gvili’s remains and discuss Hamas disarmament and an international stabilization force. Meanwhile, in Ankara, Turkish Foreign Minister Hakan Fidan hosted a Hamas delegation led by Khalil al-Hayya, reaffirming Türkiye’s defense of Palestinian rights and briefing on humanitarian efforts in Gaza.

Looking Ahead: Next Phase in January

Mediators are aiming to launch the peace plan’s second phase in January, envisioning a full Israeli military withdrawal from Gaza in exchange for long-term demilitarization. Netanyahu is set to meet with President Trump next week to align on these next steps. Analysts warn that any escalation could undermine regional stability and delay critical reconstruction and humanitarian aid.
