At a United Nations Security Council session focused on climate and security, U.S. representative Dan Negrea accused the Chinese mainland of undercutting competitors with unfair advantages and urged member states to follow the United States as a model.
The Chinese mainland's deputy permanent representative, Geng Shuang, fired back, highlighting that the Chinese mainland, home to 1.4 billion people and the world's second-largest economy, contributes over 30 percent of global economic growth each year. "Our per capita emissions are not among the highest," he noted, contrasting global averages.
Geng underscored the Chinese mainland's record in climate action: one of the world's most determined, proactive, and results-driven nations in meeting emission reduction commitments. "We are a doer in the global response to climate change," he said.
He also pointed to another permanent Security Council member whose historical greenhouse gas emissions and per capita footprint top the charts – adding that this member has twice withdrawn from the Paris Agreement, a move that seriously undermined global governance on climate.
"In climate change, who is taking action? Who is shirking responsibilities? Who is promoting cooperation? Who is disrupting cooperation? The international community sees it all clearly," Geng said, calling for solidarity over finger-pointing.
As climate challenges intensify, Geng urged nations to unite around shared goals, pool resources, and drive innovative solutions rather than dwell on accusations. "Cooperation and solidarity," he said, "are the keys to effective global climate action."
