Iran and Russia Seal $25B Nuclear Power Plant Deal

At the 2025 World Atomic Week in Moscow, Iran and Russia solidified a $25 billion agreement to build four third-generation nuclear power units in the Sirik region of Iran’s southern Hormozgan province.

Under the deal, each unit will deliver roughly 1,255 megawatts of electricity — adding up to about 5,020 megawatts of new clean energy capacity once all four reactors are operational.

Iran Hormoz Company, representing the Atomic Energy Organization of Iran, and Russia’s Rosatom Project Company signed the agreement in the presence of Iran’s ambassador to Russia, Kazem Jalali.

Construction will span around 500 hectares in Sirik, with site selection studies complete and engineering, environmental assessments, and initial site preparations already underway.

An Iranian delegation led by AEOI chief Mohammad Eslami arrived in Moscow to finalize the deal and participate in the World Atomic Week forum, running from Thursday to Sunday.

This partnership marks one of Iran’s largest nuclear energy endeavors, reflecting a strategic push to diversify its energy mix and meet growing electricity demand with low-carbon sources.
