Arab & Muslim Leaders Unite in Qatar to Condemn Israeli Strike

Arab and Muslim leaders are gearing up for a summit in Doha on Monday to condemn Israel’s recent strike on Hamas officials in Qatar’s capital.

On Tuesday, Israel targeted Hamas leadership in Doha, killing five Hamas members and a Qatari security officer—an attack that drew swift condemnation from Gulf monarchies allied with the United States.

Qatar’s Foreign Ministry spokesperson Majed al-Ansari said delegates will consider “a draft resolution on the Israeli attack on the State of Qatar,” drawn up Sunday at a ministers’ meeting. He framed the summit as a display of “broad Arab and Islamic solidarity … in the face of Israel's cowardly aggression … and the categorical rejection of Israel's state terrorism.”

Expected attendees include Iranian President Masoud Pezeshkian and Iraqi Prime Minister Mohammed Shia al-Sudani, with Turkish President Recep Tayyip Erdogan set to arrive in Doha amid uncertainty over his participation in the final session.

As host of the region’s largest U.S. base, Qatar has emerged as a key mediator in the Gaza war alongside the United States and Egypt. With over 50 Arab and Islamic states standing behind the draft resolution, Doha aims to send a signal that violations of sovereignty and diplomatic norms will not go unchallenged.

“The strikes were seen across the Gulf as an unprecedented violation of sovereignty and an attack on diplomacy itself,” says Andreas Krieg, a Middle East analyst at King’s College London. “Such aggression can’t be normalized.”

“The goal is to draw clear red lines and end the sense in Israel that it can act with impunity,” he adds.

The summit not only underscores shifting alliances in the Middle East but also highlights how regional diplomacy can shape broader security, economic, and humanitarian outcomes worldwide.
