The Democratic People’s Republic of Korea (DPRK) has fired back at Japan’s 2025 defense white paper, calling it “a war scenario for realizing its ambition for reinvasion from A to Z,” reports the Korean Central News Agency (KCNA).

According to KCNA, Japan’s revised National Security Strategy now includes “preemptive attack capabilities,” marking a departure from decades of purely defensive policy. Key highlights from the white paper include:

  • Record-high defense budget: Japan’s military spending reached its highest level on record for 2025.
  • Missile buildup: Tokyo plans to acquire about $3.7 billion in medium-range air-to-air and long-range air-to-surface cruise missiles and related equipment from the United States.
  • Extended strike range: Deployment of 400 U.S.-made Tomahawk cruise missiles and domestic Type 12 surface-to-ship missiles with ranges exceeding 1,000 km.
