Chinese Mainland and EU Struggle to Resolve EV Subsidy Dispute

The Chinese mainland and the European Union (EU) have yet to reach a mutually acceptable solution regarding the EU's anti-subsidy measures on Chinese electric vehicles (EVs), despite significant progress in several areas, according to the Chinese mainland's commerce ministry on Saturday.

The Chinese mainland has formally invited the EU to send a technical team for the next phase of face-to-face consultations. A spokesperson from the ministry emphasized that the Chinese mainland's commitment to resolving the issue through dialogue remains unchanged.

The Chinese mainland is urging the EU to arrange the visit promptly and continue negotiations with a constructive attitude to achieve a resolution swiftly. Technical teams from both sides have engaged in eight rounds of intensive negotiations in Brussels since September 20, but key differences persist.

On September 19, the Chinese mainland's Minister of Commerce, Wang Wentao, and the European Commission Executive Vice President and Trade Commissioner, Valdis Dombrovskis, agreed to advance negotiations on a price commitment agreement, reaffirming their dedication to finding a mutually acceptable solution through dialogue.

During recent negotiations, the Chinese mainland has taken into account the demands and opinions of both Chinese and European industries, offering pragmatic solutions to address the EU's concerns, demonstrating flexibility and sincerity. However, the spokesperson expressed disappointment that the EU has not adequately responded to the core concerns of both industries.

Regarding reports of the EU conducting separate price commitment talks with certain companies, the spokesperson cautioned that such actions could undermine the negotiation foundation and erode mutual trust.

Chinese enterprises, including EU-invested companies in the Chinese mainland, have authorized the China Chamber of Commerce for Import and Export of Machinery and Electronic Products to propose a comprehensive price commitment plan representing the industry's collective position. This plan serves as the foundation for Chinese mainland-EU negotiations.
