As of December 9, 2025, the Buildings Department (BD) of the Hong Kong Special Administrative Region (HKSAR) has completed the removal of external scaffold nets from all 230 private buildings, according to a government press release.
Scaffold nets, commonly used to protect pedestrians and catch debris during maintenance or renovation, have long been fixtures on Hong Kong’s skyline. While they play a vital safety role, nets left in place after work concludes can affect urban aesthetics and raise concerns over wear and tear.
In a move to strengthen construction standards, the BD announced that within this week it will roll out new arrangements requiring any scaffold nets installed at construction sites to undergo on-site sampling and certification of compliance with relevant standards before being erected.
These measures aim to boost public safety, enhance the city’s streetscape and ensure that building maintenance follows the highest quality controls. As Hong Kong continues to refine its urban management practices, the focus remains on aligning safety, efficiency and visual appeal in one of the world’s most densely built environments.
