ESA to Assess Impact of Major European Satellite Merger

Europe’s satellite sector is entering a new chapter after Airbus, Thales and Leonardo announced plans to merge their satellite operations. The European Space Agency (ESA) has stepped in to study the deal’s impact on competition and future procurements.

Director General Josef Aschbacher told a news conference that while the ESA welcomes a strong, competitive industry, “mergers happen,” and the agency will factor this consolidation into its industrial policy. If approved, the combined group could control the lion’s share of Europe’s satellite market, challenging competitors like Germany’s OHB, Spain’s Indra and Finland’s startup ICEYE.

The merger aims to boost Europe’s strategic autonomy in space, a sector that underpins critical services from global navigation and telecoms to earth observation and national security. ESA’s review will influence how the agency balances taxpayer interests with the goal of fostering industry champions capable of competing on the global stage.

As the European Commission begins its antitrust review, the ESA’s assessment will focus on ensuring transparent procurement competitions and a level playing field for all players. “This move can strengthen Europe’s position in space, but we need to make sure it doesn’t stifle innovation,” Aschbacher said.
