In a major step toward deepening global trade links, China’s Hainan Free Trade Port (FTP) will roll out island-wide independent customs operations on December 18, 2025. Announced at a State Council Information Office press conference, this milestone cements Hainan’s role as a high-level open gateway to the world.
The incoming framework promises sweeping trade and tax liberalization to attract international investors and streamline cross-border flows. At the core lies a three-tiered design: first-line liberalization between overseas and Hainan—granting tariff exemptions except on a negative list and smoother entry for goods and talent; second-line control between Hainan and the Chinese mainland—where goods re-exported to the mainland face import duties, with a waiver on items with over 30% processing value; and full freedom within Hainan Island for the unfettered movement of goods, capital, and people.
This model turns Hainan Island into a special customs supervision area. According to Yu Hong, senior research fellow at the East Asian Institute of the National University of Singapore, the success of independent customs hinges not just on state-of-the-art hardware like smart inspection facilities but also on software breakthroughs in regulatory systems—from customs clearance and quarantine to financial supervision and data management.
Since 2018, Hainan authorities, alongside relevant central ministries, have piloted a series of institutional innovations. The landmark Hainan Free Trade Port Law, passed by the National People’s Congress, granted local authorities unprecedented autonomy to tailor policies for rapid port growth. Key measures include blockchain-enabled traceability in customs supervision and an expanded visa-free entry list for tourism and business visitors.
Under the new regime, zero-tariff imports will be managed via a negative list, replacing the prior positive list approach. The published List of Prohibited and Restricted Import and Export Goods and Items of Hainan FTP will govern duty-free entries.
