Recent discussions at Riyadh have thrown light on the complex path toward a Russia-Ukraine ceasefire. In a series of technical-level negotiations lasting three days, the U.S., Russia, and Ukraine each made separate statements reflecting distinct internal needs and priorities.

According to experts, including Professor Wang Yiwei of Renmin University of China, the U.S. is keen to quickly resolve issues stemming from the previous administration to lessen its involvement, while Russia's demands go further. Russia is seeking not only a cessation of hostilities but also measures to address broader issues such as NATO's eastward expansion and the post-war order in Europe. Such conflicting aims underscore the inherent challenges in aligning the interests of all parties.

Technical negotiations, marked by a 12-hour marathon discussion between the U.S. and Russia and shorter rounds with Ukraine, have yet to yield a unified consensus. The White House detailed separate initiatives with Russia and Ukraine, focusing on safe navigation in the Black Sea and measures to protect energy facilities. Meanwhile, Russia has tied progress to easing sanctions on its agricultural sector and related industries.

Analysts, including Kang Jie and Cui Hongjian from the China Institute of International Studies, noted that these discussions are only the beginning of a long journey. They argue that a real ceasefire will require direct negotiations between Russia and Ukraine, a more pragmatic approach to reducing military tensions, and involvement from regional players. The current reliance on U.S.-brokered mediation has not been enough to overcome deep-seated distrust and divergent interests.
