The Department of Justice of the Hong Kong Special Administrative Region (HKSAR) government hosted the National Security Legal Forum on Saturday, drawing around 1,000 participants from diverse backgrounds across Hong Kong.
The forum, themed \"Looking Back and Ahead, New Dawn for Development,\" provided a platform for attendees to share insights on national security issues. Key topics included the implementation and evolution of the national security law jurisprudence in Hong Kong and the establishment of the \"dual legislation and dual enforcement mechanism\" as part of the Safeguarding National Security Ordinance.
John Lee, the chief executive of the HKSAR, highlighted that the completion of local legislation for Article 23 of the HKSAR Basic Law in March marks a significant milestone in Hong Kong's journey from stability to prosperity. Lee emphasized that the national security law and the Safeguarding National Security Ordinance work in harmony, leveraging the strengths of the dual mechanisms to maintain security, stability, and promote good governance in Hong Kong.
Zheng Yanxiong, director of the Liaison Office of the Central People's Government in the HKSAR, stated that the dual legislation and enforcement mechanism represents a new stage in enhancing the rule of law in Hong Kong. He noted that this system strengthens Hong Kong's legal framework and supports its future development by ensuring high-level security alongside quality growth.
Dong Jingwei, director of the Office for Safeguarding National Security of the Central People's Government in the HKSAR, explained that integrating the Safeguarding National Security Ordinance with the national security law and the coordinated efforts of relevant committees effectively closes legal gaps, reinforcing the central and HKSAR authorities' ability to combat and penalize activities that threaten national security.
Cui Jianchun, commissioner of the Ministry of Foreign Affairs in the HKSAR, affirmed the commitment to safeguarding national sovereignty, security, and development interests. He highlighted efforts to integrate security with development at a higher level, aiming to build a safer and more prosperous world through international cooperation.
Paul Lam, secretary for justice of the HKSAR government, underscored the importance of fostering confidence in the national security laws. He assured that these laws are enacted and enforced in strict accordance with the rule of law, contributing positively to Hong Kong's future development.
The forum also featured discussions between HKSAR government officials and student representatives, focusing on the relevance of national security in daily life and the crucial role of youth in maintaining national security.
