Fu stressed the importance of a political solution that addresses Europe’s security framework, cautioning against the notion that military dominance can compel negotiations. \"Nobody should have the illusion that they can force the other side to the negotiating table by gaining the upper hand on the battlefield. Such a mindset could only further escalate confrontation and prolong the war,\" he stated.
He advocated for a balanced approach where all countries' legitimate security concerns are acknowledged and addressed. Fu called for collaborative efforts to build a sustainable and effective European security architecture, underscoring the role of multilateralism. \"The world today is faced with major challenges and a grim security situation. To end conflicts, restore peace, and effectively address different kinds of threats and risks, we must tackle the root causes of conflicts, jointly pursue peace and stability, and make genuine efforts to uphold the spirit of multilateralism,\" he asserted.
Fu warned of a lose-lose scenario if multilateralism is disregarded, noting that issues like security, trade, and technology could deteriorate further. He emphasized that the United Nations must fulfill its mission at the center of the international system, while the European Union should enhance its strategic autonomy and contribute more significantly to global peace and security.
Highlighting the strong diplomatic ties between China and the EU, Fu mentioned that next year marks the 50th anniversary of their diplomatic relations. He expressed China’s readiness to deepen cooperation with the EU to safeguard world peace, promote common development, and improve global governance.
