Chinese Premier Li Qiang Commits to Strengthening Law-Based Governance

In a move aimed at reinforcing the foundation of governance, Chinese Premier Li Qiang emphasized the importance of a law-based government during a State Council study session on Wednesday.

Premier Li called on government officials to elevate their understanding and adherence to the rule of law, ensuring that all administrative actions are firmly grounded in legal provisions. He highlighted the necessity of improving legislation to support ongoing reforms and development, advocating for the timely revision or removal of laws that no longer serve their intended purpose.

Addressing the need for a proactive approach, Li stressed the importance of creating laws that address real-world challenges faced by enterprises and the public. He advocated for an impartial yet flexible enforcement of laws, aiming to resolve practical issues effectively.

Furthermore, Premier Li underscored the significance of standardizing administrative discretion to maintain consistent punishment standards, fair procedures, and reasonable outcomes. He also emphasized refining the supervision system for administrative powers to enhance accountability and transparency.

The session featured a lecture by Ma Huaide, president of the China University of Political Science and Law, with participation from Vice Premier Ding Xuexiang, He Lifeng, and State Councilor Wu Zhenglong, who engaged in discussions on the topic.
