Lin highlighted that the Ordinance, which has been officially published and enforced, fulfills the Hong Kong Special Administrative Region's constitutional duties as outlined in Article 23 of the Basic Law. He stated that the law is designed to strengthen the security foundation for Hong Kong's development, fostering stability and prosperity.
According to Lin, the Ordinance strikes a balance between national security and the preservation of rights, freedoms, and economic growth. It draws on legislative experiences from other countries, particularly common law jurisdictions, and ensures the protection of human rights by clearly defining criminal elements and distinguishing them from non-criminal activities.
Lin assured that the Ordinance supports the normal business operations of foreign institutions and individuals in Hong Kong, facilitating international exchanges without undermining the region's high degree of autonomy or altering its capitalist system and lifestyle.
The spokesperson criticized the U.S. for its continuous focus on Hong Kong's Ordinance, labeling it as political manipulation and hypocritical double standards, especially considering the U.S. has its own comprehensive national security system.
Lin concluded by reaffirming China's unwavering commitment to safeguarding its sovereignty, security, and development interests, while implementing the \"One Country, Two Systems\" policy. He urged the United States to respect China's sovereignty and rule of law in Hong Kong, adhere to international principles, and cease interference in what China considers its internal affairs.
