HK Official Advocates Article 23 for Stability and Prosperity

During the 55th regular session of the United Nations Human Rights Council (UNHRC) in Geneva, Hong Kong's Deputy Secretary for Justice, Cheung Kwok-kwan, emphasized the significance of the recently passed Article 23 of the HKSAR Basic Law. Cheung asserted that the legislation has garnered widespread support within the Hong Kong community and is essential for ensuring a stable and prosperous future.

Cheung stated, \"Any attempt to discredit or undermine the legislation on Article 23 is misguided. We are confident that the legislation will bring about a stable and prosperous future for Hong Kong with the rights and freedoms enjoyed in accordance with the law fully protected, as always.\"

He highlighted that Article 23 is designed to safeguard national security amidst the complex geopolitical landscape. The deputy secretary pointed out that many sovereign states have enacted similar national security laws tailored to their specific risks and needs, citing examples from the United States, the United Kingdom, Canada, and Singapore.

Cheung also addressed criticisms from various countries and organizations, labeling them as double standards and lacking a proper understanding of the legislation's intent. He assured that the new law aligns with international laws and practices, ensuring that the rights and freedoms enshrined in the Basic Law, as well as international covenants, are protected.

Furthermore, Cheung emphasized the adherence to the rule of law, noting that the legislation is clear and precise, with appropriate exceptions and defenses to prevent inadvertent violations by the public.
