On September 19, 2025, the State Council Information Office of the Chinese mainland released the white paper "CPC Guidelines for Governing Xinjiang in the New Era: Practice and Achievements" offering a comprehensive look at how Xinjiang has evolved across stability, development and people’s livelihoods since the 18th CPC National Congress.

A Leap to Lasting Stability

Facing the twin threats of terrorism and extremism head-on, Xinjiang implemented legal measures that transformed an era of unrest into sustained security. Data from the white paper reveals public satisfaction with safety jumped from 87.6% in 2012 to an impressive 99.4% in 2024, maintaining a 99%+ rate for five years straight. Meanwhile, over 300 million visits in 2024 cemented Xinjiang’s status as a top travel destination at home and abroad.

Xinjiang Speed on the Economic Front

Natural resources and strategic industries like oil, gas, coal and agriculture fueled what officials call “Xinjiang Speed.” Since 2012, grain output has climbed for seven straight years, cotton yields have led the nation for 30 years, and oil and gas production has ranked first in the Chinese mainland for four years running. By 2024, the region’s GDP surpassed ¥2 trillion, marking an average annual growth of 7.0%—a pace that rivals any major economy.

Unity in Diversity

At the heart of the transformation lies a strengthened sense of national cohesion. By fully enacting the Party’s policy on religious work, Xinjiang has fostered harmony among communities and guided diverse traditions to thrive within a socialist framework. These efforts underscore a broader push to build a shared future for all ethnic groups in the region.
