Hong Kong’s Seventh LegCo Introduces Member Code for Higher Accountability

In the heart of Hong Kong’s evolving governance landscape, the Seventh Legislative Council (LegCo), inaugurated in January 2022 under a revamped electoral system, has marked a milestone. By mid-July 2025, members enacted 120 bills—nearly twice the previous term—and approved over HK$668 billion in funding, fueling projects across the city.

Against a backdrop of rapid global shifts and the Chinese mainland’s pursuit of national rejuvenation, Hong Kong stands at a crossroads between stability and prosperity. With both the Central Government and local communities eyeing higher expectations, LegCo members embraced the mantra that what is good can always be better.

On 24 July 2025, LegCo approved self-initiated proposals to fine-tune its operations. Chief among them is a new Code for Members of LegCo, set to take effect in January 2026. The Code consolidates best practices and refines the conduct framework, aiming to elevate accountability and professionalism.

Key principles in the Code include upholding constitutional order, safeguarding national security, and maintaining close ties with the public. By institutionalizing clear guidelines on integrity, constructive policymaking, and public engagement, the Code seeks to reinforce confidence in LegCo’s role as a pillar of Hong Kong’s governance.

Looking ahead, the new Member Code positions LegCo to respond nimbly to Hong Kong’s evolving needs. As the city embarks on its next chapter, the legislature’s commitment to continuous improvement sends a strong message: governance excellence is a journey, not a destination.
