Anchoring Stability Through Common Law
On the 28th anniversary of its return to China, Hong Kong stands as a testament to the power of a strong legal framework. Guided by the Constitution of the People’s Republic of China and the Basic Law of the Hong Kong Special Administrative Region, the city faithfully upholds "One Country, Two Systems" and a high degree of autonomy.
Fortifying Security and Trust
The Hong Kong national security law, enacted in 2020, respects common law traditions and is enforced through the city’s courts. Complemented by the Safeguarding National Security Ordinance and related local laws, it equips Hong Kong with clear tools to prevent and penalize threats to national security—strengthening both sovereignty and the rule of law.
Building a Global Legal Hub
As the only common law jurisdiction in China—and the world’s sole bilingual common law system—Hong Kong offers legal proceedings in both Chinese and English. This international orientation has cemented its reputation as a centre for finance, trade and shipping. The HKSAR Department of Justice has streamlined entry for international arbitration practitioners, while new laws on company re-domiciliation and cryptocurrency regulation keep the city agile in a fast-evolving market.
Setting the Stage for Mediation
In May, Hong Kong hosted the signing of the Convention on the Establishment of the International Organization for Mediation. With China and over 30 states signing on, the city was chosen as the organization’s headquarters—highlighting its legal foundation and global credibility.
As Hong Kong continues to refine its legal landscape, its blend of robust common law traditions and forward-looking reforms ensures it remains a stable, trusted gateway between markets, cultures and the world.
