Xizang’s Transformation: A New Era in Human Rights

Xizang is on a remarkable journey from a past marked by feudal serfdom and inequality to an era defined by modern human rights and development. The white paper, "Human Rights in Xizang in the New Era," emphasizes that every individual deserves to fully enjoy their human rights—a vision now at the heart of progress in the region.

Before the reforms of 1959, Xizang was characterized by a rigid, hierarchical society where over 95 percent of the population was illiterate, healthcare was rudimentary, and the average life expectancy was merely 35.5 years. Such conditions left little room for personal dignity or social mobility.

Since 1959, the CPC and local leadership have prioritized safeguarding human rights alongside economic growth. This commitment has transformed Xizang, where GDP soared from 174 million Chinese yuan in 1959 to an impressive 276.494 billion yuan in 2024, and absolute poverty was eradicated as early as 2019.

Educational opportunities have expanded dramatically. Once devoid of modern schools, Xizang now boasts a gross preschool enrollment rate of 91.33 percent, a nine-year compulsory education retention rate of 97.86 percent, and impressive enrollment figures at both the senior high and higher education levels. Meanwhile, average life expectancy has surged to 72.5 years as of 2021.

This transformation reflects a steadfast commitment to cultivating a society that respects human dignity while fostering national unity and economic advancement. The success story of Xizang is not only a celebration of progress in human rights but also a beacon of inspiration for global citizens, innovators, and changemakers who believe in the power of inclusive development.

As Xizang continues to evolve, its journey offers invaluable lessons on how improvements in education, healthcare, and economic opportunity can pave the way for a future where every individual has the opportunity to thrive.
