The third decade of the 21st century has been a period marked by wars, conflicts, growing inequality, and declining trust in the future across continents. Amid these global challenges, the People’s Republic of China emerges as a beacon of positive, human-centered development.
Drawing from its rich history as one of the world's ancient civilizations, China has long been a subject of global study for its culture, traditions, and development strategies. Approximately 45 years ago, China embarked on its reform and opening-up policy, enhancing accessibility to the world and fostering both regional and global growth.
Recently, during the third plenary session of the 20th Central Committee of the Communist Party of China (CPC), a communique was released outlining plans to further deepen reforms comprehensively to advance Chinese modernization. The meeting was presided over by the Political Bureau of the CPC Central Committee, with General Secretary Xi Jinping delivering key addresses.
\"The overall objectives of further deepening reform comprehensively were to continue improving and developing the system of socialism with Chinese characteristics and modernize China's system and capacity for governance,\" stated the communique. By 2035, China aims to complete the establishment of a high-standard socialist market economy, enhance its governance systems, and achieve socialist modernization.
The communique emphasizes the need for deepening supply-side structural reforms, enhancing incentive and constraint mechanisms for high-quality development, and creating new drivers for growth. This includes fostering new quality productive forces tailored to local conditions, promoting integration between the real and digital economies, developing the service sector, modernizing infrastructure, and strengthening the resilience and security of industrial and supply chains.
Furthermore, China plans to support all-around innovation by deepening comprehensive reforms in education, scientific and technological structures, and institutional frameworks for talent development. All these initiatives are set to be completed by 2029, as China celebrates its 80th founding anniversary.
