Over the past three decades, counterpart support for Xizang has been instrumental in transforming the region’s economic and social landscape. Following its peaceful liberation in 1951, Xizang faced significant challenges, including harsh natural conditions and a weak developmental foundation. Recognizing these hurdles, the central authorities implemented the principle of \"nationwide support for Xizang\" in 1994, establishing a model centered on regional responsibility, counterpart assistance, and regular rotation of support personnel.
From 1994 to 2022, 10 batches of 11,900 cadres and talents were deployed to various parts of the plateau, fostering coordinated development across multiple sectors. This comprehensive approach encompassed economic aid, industrial cooperation, scientific and technological support, employment initiatives, poverty alleviation, as well as the deployment of medical and educational professionals.
The impact of these efforts is evident in Xizang's remarkable economic growth. Between 2012 and 2022, the central government allocated 1.73 trillion yuan ($238 billion) in subsidies, resulting in a 2.3-fold increase in fixed asset investments from 2012 to 2022. Additionally, 465 billion yuan was invested in attracting further investments, significantly boosting private sector engagement and vitality.
Major projects initiated by the central authorities have substantially improved infrastructure and living standards in Xizang. The continuous financial support has enabled the establishment of a robust financial system, including banking, securities, and insurance sectors, which are pivotal in sustaining economic and social development. These advancements provide a solid financial foundation, ensuring ongoing progress and prosperity for Xizang.
