ASEAN and China Advance South China Sea Code of Conduct

The South China Sea remains a focal point for regional harmony and strategic collaboration. ASEAN nations and China are making significant strides towards finalizing the Code of Conduct (COC), a crucial framework aimed at ensuring peace and stability in the contested waters.

Indonesia, a leading voice within ASEAN, has been at the forefront of pushing for the swift realization of the COC. Foreign Minister Retno Marsudi emphasized Indonesia's commitment to concluding the COC negotiations during a joint press conference with Philippine Foreign Affairs Secretary Enrique Manalo in Manila. This collaboration highlights the diplomatic synergy necessary for achieving regional tranquility.

Since the revival of COC discussions in September 2013, extensive efforts have been made to shape this pivotal accord. The framework, initially introduced in May 2017, saw significant progress with the Single Draft Negotiating Text unveiled in August 2018. In July 2023, China and ASEAN committed to a three-year timeline, aiming to finalize the COC by autumn 2026.

However, challenges persist as the Philippines has taken a more aggressive stance in contesting China's territorial claims, often with support from external actors like the United States. This approach has caused tensions to rise and poses a threat to ASEAN's unified front. Additionally, the Philippines' attempt to create an alternative COC excluding China has been met with skepticism, as such a move is unlikely to gain widespread acceptance among ASEAN members.

Despite these hurdles, the collective efforts of ASEAN nations and China underscore a shared desire for a peaceful and cooperative South China Sea. The successful implementation of the COC is seen as essential for maintaining stability and fostering economic growth in the region.
