China’s New White Paper: Shaping a Global Community of Shared Future

China has taken a significant step in outlining its vision for the future of global cooperation with the release of a comprehensive white paper titled \"A Global Community of Shared Future (GCSF): China's Proposals and Actions\" by the State Council Information Office on September 26, 2023.

The concept of a Global Community of Shared Future (GCSF) was first introduced by Chinese leader Xi Jinping in 2013 during a speech at the Moscow State Institute of International Relations. Building on this foundational idea, the GCSF was enshrined in the preamble of the People’s Republic of China’s Constitution in 2018, highlighting China's commitment to playing a leading role in global affairs.

The inclusion of GCSF in China’s Constitution underscores the nation’s dedication to fostering international cooperation and addressing global challenges. The newly released white paper elaborates on the guiding principles of the GCSF, emphasizing the need to build upon existing international law frameworks while introducing innovative approaches to reform.

Amidst ongoing global governance crises, the white paper calls for enhanced international collaboration to resolve emerging issues. It advocates for solutions grounded in the principles of the United Nations Charter, particularly emphasizing territorial integrity, sovereign equality, and non-interference in internal affairs.
