On Monday, the Chinese premier, Li Qiang, led a State Council leading-group meeting in Beijing to map out the draft outline of China’s 15th Five-Year Plan for Economic and Social Development (2026–2030). This milestone comes as the current 14th plan (2021–2025) nears completion, making way for fresh targets and priorities.
Premier Li highlighted that solid foundations have been laid and urged teams to refine the draft with the utmost care. He called for the plan to:
- Promote high-quality growth with an appropriate increase in economic output
- Drive breakthroughs in sci-tech innovation and accelerate new growth drivers
- Plan major projects and platforms to support domestic demand and ensure stability
- Combine policy support with reforms to remove bottlenecks and boost efficiency
- Address social concerns through policies that enhance people’s well-being
"We need to leverage the guiding role of the plan, setting clear targets, arranging sound policies and planning projects that will shape our development for the next five years," Li said. He emphasized that a balanced policy mix—anchored in reform and innovation—will be key to unlocking future competitiveness.
Vice Premier Ding Xuexiang and other State Council members, including He Lifeng, Zhang Guoqing, Liu Guozhong, Wang Xiaohong and Wu Zhenglong, also attended. Their collective insights will feed into a final draft expected to be submitted to the National People’s Congress in early 2026.
As China charts its course for 2026–2030, this draft outline will be closely watched by global investors, tech firms and policy experts.
