On December 18, 2025, the Hainan Free Trade Port (FTP) in southern China will officially launch island-wide special customs operations, a strategic step to streamline trade and draw global business.
The new system features a two-tiered customs approach designed to eliminate traditional barriers. The first line, connecting Hainan to overseas markets through eight ports of entry, will offer zero tariffs on most goods and expedited clearance, enabling faster delivery and simplified procedures.
The second line, made up of 10 ports, marks the customs boundary between Hainan and the Chinese mainland. Goods moving to and from the mainland will follow standard customs oversight, ensuring fairness and safeguarding against illicit trade.
By creating “freer access at the first line, regulated access at the second line and free flow within the island,” Hainan aims to become a global hub for trade and innovation. Young entrepreneurs, startups and tech-driven logistics firms stand to benefit from reduced costs and frictionless processes.
