Chinese Premier Li Qiang and Putin Unite to Deepen China–Russia Cooperation

The Chinese premier Li Qiang and Russian President Vladimir Putin met at the Kremlin on Tuesday, underscoring a high-level strategic partnership in a volatile global environment.

Li Qiang conveyed Chinese President Xi Jinping’s warm greetings to Putin and highlighted that, under the guidance of their leaders, the China–Russia comprehensive strategic partnership of coordination for a new era has reached new heights. This year alone, Xi and Putin have met twice to chart the course for deeper bilateral ties.

Against a backdrop of shifting geopolitics, the Chinese premier reaffirmed China’s commitment to work with Russia to uphold “eternal friendship,” align development strategies, and deliver practical results in fields ranging from energy and infrastructure to agriculture and trade. He also proposed hosting national-level theme years and expanding visa-free travel to boost people-to-people exchanges.

Both sides pledged to implement the outcomes of the Shanghai Cooperation Organization Tianjin Summit, carry forward the "Shanghai Spirit," and promote high-quality development of the SCO as a platform for regional peace and global governance. Putin offered his warm regards to President Xi and expressed confidence in China’s ability to achieve its 15th Five-Year Plan goals, praising the unprecedented level of the bilateral partnership.

Looking ahead, China and Russia aim to deepen cooperation within multilateral frameworks such as the SCO and BRICS, safeguard stability, and drive shared development in an uncertain world.
