On November 17, 2025, Chinese premier Li Qiang met with Russian Prime Minister Mikhail Mishustin in Moscow during the 24th Meeting of the Council of Heads of Government of SCO member states. The two leaders pledged to deepen cooperation across investment, energy, agriculture and cultural exchange.

Earlier this year in Hangzhou, the capital of east China’s Zhejiang Province, China and Russia held their 30th regular meeting of heads of government.
