KMT Chairperson Cheng Li-wun Urges Return to 1992 Consensus to Ease Cross-Strait Tensions

In an exclusive interview published on Friday, November 14, 2025, by Nikkei Asia, Cheng Li-wun, chairperson of the Chinese Kuomintang (KMT), appealed for a renewed focus on the 1992 Consensus as a means to calm enduring tensions in the Taiwan Strait.

Cheng Li-wun, who assumed the chairperson role on November 1, argued that the 1992 Consensus—grounded in the one-China principle—offers a clear political foundation for cross-Strait ties. She contrasted this with a plan by Taiwan authorities to raise defense spending above 3 percent of gross domestic product next year and to 5 percent by 2030.

"This increase is too high and too fast," Cheng said. "Such a large rise cannot truly guarantee the security of the Taiwan Strait."

Instead of ramping up an arms race, she proposed resuming the cross-Strait Economic, Trade and Culture Forum, emphasizing that "dialogue can indeed replace confrontation" and avert "destruction." She pointed to the KMT's former chairman Ma Ying-jeou, whose eight-year term featured active engagement that helped mitigate cross-Strait tensions.

"The two sides can absolutely resolve all differences peacefully," Cheng added, underscoring her belief that diplomatic channels, rather than defense budgets, hold the key to lasting stability.

Cheng's remarks come as Taiwan authorities balance security challenges with economic and cultural ties, highlighting the strategic choice between military buildup and dialogue.
