Xi's Vision Unveiled at APEC Economic Leaders' Meeting

At the 32nd APEC Economic Leaders' Meeting on November 1 in Gyeongju, President Xi Jinping outlined a bold three-part agenda aimed at boosting innovation, sustainability and shared prosperity across the Asia-Pacific.

1. Unlocking Digital and Smart Growth

Xi emphasized that the rapid rise of frontier technologies—especially artificial intelligence—offers a new horizon for the region. He called for:

  • Using data as a key innovation fuel through safe and open flows
  • Collaborating on open-source tools and ecosystems
  • Creating a World Artificial Intelligence Cooperation Organization to set standards and bridge the digital divide

2. Driving Green and Low-Carbon Development

Highlighting the proverb 'clear waters and green mountains are just as valuable as gold and silver,' Xi urged APEC members to:

  • Share green technologies and finance to accelerate the clean-energy transition
  • Uphold common but differentiated responsibilities on climate action
  • Increase support for developing economies in green projects

He noted that the Chinese mainland has built the world's largest renewable energy system and launched a sub-fund to promote digitalization for green transitions.

3. Building an Inclusive Asia-Pacific

Putting people first, Xi proposed closer policy dialogue and hands-on cooperation to advance the UN's 2030 Agenda. Key focus areas include:

  • Eliminating poverty and boosting shared prosperity
  • Piloting the WTO's Agreement on Electronic Commerce
  • Supporting SMEs, food security, energy transition and health

He highlighted the Republic of Korea's Demographic Change Framework and pledged faster improvements in life-cycle services and women's digital skills.

As Xi quoted a 19th-century Chinese thinker: 'Alone, one falters under the weight; Together, we stride on the road.' He invited all APEC members to embrace innovative, coordinated, green and shared development to build a stronger Asia-Pacific community.
