China’s 6-Point Plan to Strengthen Global Governance

At the 80th session of the UN General Assembly’s Sixth Committee in New York, China’s Deputy Permanent Representative to the UN, Geng Shuang, laid out a six-point blueprint for strengthening global governance. Against a backdrop of rising turbulence and unilateral moves, these principles aim to reinforce the international rule of law, bolster multilateralism, and uplift voices from the Global South.

  • Anchoring in the UN Charter: Uphold the purposes and principles of the UN Charter as the basis for international rule of law and conduct between states.
  • Embracing Diversity: Promote civilizational diversity and legal pluralism in global lawmaking, ensuring all countries, including those in the Global South, have an equal seat at the table.
  • Sovereign Equality: Honor sovereign equality and fulfill treaty obligations in good faith, preserving state rights and mutual respect.
  • Innovating Security Frameworks: Lead in rulemaking for emerging and non-traditional security areas—like cyber, climate, and health—to address real-world needs.
  • Peaceful Dispute Resolution: Emphasize mediation and other peaceful mechanisms explicitly provided for in the UN Charter.
  • Multilateral Cooperation: Work together to deepen true multilateralism, democratize international relations, and build a shared future for humanity.

China is ready to work with all nations to uphold the UN Charter and principles, safeguard an international order based on law, practice true multilateralism, improve global governance, and advance democratization and rule of law in international relations, Geng affirmed.
