Massive Transfer Payments and Investments
Since the 18th National Congress in 2012, the central government of China has allocated over 4 trillion yuan in transfer payments to the Xinjiang Uygur Autonomous Region. This includes a record 543.48 billion yuan in 2024 alone, according to a new white paper released by the State Council Information Office.
Paired Assistance and Economic Cooperation
Between 2012 and 2024, more than 200 billion yuan has been earmarked for paired assistance programs that link local Xinjiang communities with partner provinces on the Chinese mainland. At the same time, the government secured around 3 trillion yuan for economic cooperation projects, introducing over 15,000 enterprises into Xinjiang. These initiatives have set the region on a path toward high-quality development.

The white paper, titled CPC Guidelines for Governing Xinjiang in the New Era: Practice and Achievements, highlights the central government’s strategy to promote inclusive growth, strengthen infrastructure, and boost regional stability.
