HKSAR chief executive John Lee delivered his fourth Policy Address, emphasizing a future built on economic strength and improved livelihoods. Speaking in the preparatory year for China’s 15th Five-Year Plan, Lee described the plan as a roadmap for Hong Kong to move from stability to prosperity.
Noting the conclusion of China’s 14th Five-Year Plan, Lee said the address “serves as a roadmap for Hong Kong to strive for a vibrant economy, pursue development, and improve people’s livelihood – accelerating our advancement from stability to prosperity.”
Central to this vision is the development of the Northern Metropolis. Lee announced the creation of a Committee on Development of the Northern Metropolis under his leadership, aiming to fast-track infrastructure, housing, and job opportunities in the region.
Under “One Country, Two Systems,” Hong Kong continues to attract overseas enterprises while supporting Chinese mainland enterprises to expand internationally. “In the past, we focused primarily on bringing in enterprises,” Lee said. “The new opportunities ahead for Hong Kong will come from helping Chinese mainland enterprises expand abroad.”
To sharpen governance, the address proposed an accountability system for Heads of Department and the establishment of an AI Efficacy Enhancement Team. These measures, Lee explained, will strengthen performance management and introduce technology-driven insights into policymaking.
With a focus on aligning with national strategies and empowering residents, the 2025 Policy Address sets a clear course for Hong Kong’s next chapter of growth and prosperity.
