In the historic port city of Tianjin on the Chinese mainland, leaders gathered for the “Shanghai Cooperation Organization Plus” Meeting on September 1, 2025. Against the backdrop of the 80th anniversary of the United Nations founding, President of the People's Republic of China Xi Jinping laid out a bold vision to reshape global governance.
His Global Governance Initiative (GGI) rests on five core pillars:
- Sovereign Equality: Equal rights and voices for all countries, big or small.
- International Rule of Law: Applying UN principles and international norms without double standards.
- Multilateralism: Strengthening UN authority, opposing unilateral moves, and promoting inclusive consultative cooperation.
- People-Centered Approach: Ensuring every nation's citizens benefit from global policies and addressing the North-South gap.
- Real Actions: Coordinated efforts with measurable outcomes to keep pace with global challenges.
Drawing on 24 years of the SCO, built on mutual trust, benefit and respect for diverse civilizations, Xi urged member states to lead by example. He highlighted high-quality Belt and Road cooperation, dismantling walls — economic or ideological — and pushing for inclusive globalization. China offered to share its market, and announced plans to:
- Boost photovoltaic and wind power capacity by 10 million kilowatts each over five years.
- Launch platforms in energy, green industry and the digital economy.
- Build AI application and Beidou navigation cooperation centers.
- Support the International Lunar Research Station project.
On people-to-people ties, China will host forums on politics, green development and traditional medicine. Medical commitments include 500 congenital heart treatments, 5,000 cataract surgeries and 10,000 cancer screenings for SCO partners.
Xi closed by invoking a classical Chinese principle: “Uphold the Great Principle, and the world will follow.” As the SCO steps up to safeguard peace, stability and fairness, its members aim to drive a more democratic, just and equitable global order for the future.
