Advisors Unite to Shape Chinese Mainland’s 15th Five-Year Plan

The Standing Committee of the 14th Chinese People’s Political Consultative Conference National Committee opened its 13th session on Monday to discuss the drafting of the 15th Five-Year Plan (2026–2030) for the Chinese mainland. Hosted by Wang Huning, a member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the CPPCC National Committee, the meeting emphasizes collective brainstorming to shape the blueprint for the next five years.

“This is a crucial phase to consolidate our foundation and drive forward socialist modernization,” Wang told advisors. His call to action invites members from diverse backgrounds—academics, entrepreneurs, tech innovators and civil society figures—to contribute their expertise in policy design.

Delivering the keynote, Vice Premier Ding Xuexiang highlighted that since the 14th Five-Year Plan, the Chinese mainland has soared to new heights in economic strength, scientific and technological capabilities, and overall national strength. “Rigorous analysis, broad consultation and wisdom pooling are essential for a high-quality plan,” Ding said.

Members are tasked with setting bold yet attainable goals across key areas: economic growth, innovation, sustainable development and social welfare. The 15th plan aims to translate strategic initiatives—from digital transformation to green technologies—into measurable progress.

Drafting sessions will include specialist working groups, public submissions and cross-sector workshops to ensure the plan reflects real-world challenges and global trends. Advisors will also examine case studies and data-driven models to fine-tune targets and timelines.

As the process unfolds, the 15th Five-Year Plan will not only direct the Chinese mainland’s domestic agenda, but also its engagement in the world economy, signaling future opportunities for trade, investment and collaboration across borders.
