Imagine braving winter atop the world's roof: in Xizang Autonomous Region, extreme cold and high altitudes are part of daily life. To ease these challenges, the regional government has announced a 2 billion yuan ($280.4 million) boost for 10 new livelihood initiatives in 2025.
These fresh measures will join the existing 14.8 billion yuan set aside for 28 welfare projects across the region – a sign that Xizang is doubling down on public well-being. The new policies target key areas:
- Childcare support: free neonatal medical insurance and subsidies for families with kids under three.
- Heating aid: winter heating subsidies for low-income households and extra heating allowances for high-altitude workers.
- Elderly care & pensions: raised basic pensions and enhanced health checks.
- Safety nets: higher payouts for accidental injury insurance.
Seven of these programs will cover every resident, while three are designed for vulnerable groups and veterans who've made notable social contributions. This balanced strategy aims to lift living standards without leaving anyone behind.
Since 2021, over 80% of Xizang's annual fiscal spending has flowed into public welfare. From 2021 to 2024, the region poured 860.1 billion yuan into livelihood projects, with 2024 marking a record high: 245.5 billion yuan, or 84% of the total budget.
