Inside Shanghai’s Hongqiao: Showcasing China’s Whole-Process People’s Democracy

While exploring the community legislative service center in Shanghai's vibrant Hongqiao subdistrict, a foreign visitor was taken aback by an unexpected sight: photos of national legislators actively working within the community. \"So China's national legislators actually work right here in the community!\" the visitor remarked.

This striking moment encapsulates the essence of whole-process people's democracy, a concept championed for over a decade by Sheng Hong, a deputy to China's national legislative body and a dedicated community leader in Hongqiao.

During an interview at this year's National People’s Congress session, Sheng, who has faithfully served the community for 14 years, emphasized that her role goes beyond policy debates in Beijing. \"Whole-process people's democracy is practiced through the meticulous execution of daily responsibilities,\" she explained, highlighting activities such as mediating disputes in one of Shanghai's most cosmopolitan neighborhoods.

With a diverse population of over 87,000 residents from 50 countries, Hongqiao subdistrict has become a showcase for China's grassroots governance. In 2024 alone, the resident center hosted 510 visiting delegations, including 55 foreign groups. Sheng noted that foreign observers are often astonished by the accessibility of China’s political representatives.

Reflecting on her role, Sheng shared, \"In my role as an NPC deputy, presenting China's varied democratic practices to the world brings me both deep fulfillment and pride.\" Her dedication underscores the dynamic and inclusive approach of whole-process people's democracy in fostering a connected and engaged community.
