China Boosts Urbanization and Regional Growth Plans for 2024

China is set to advance its new urbanization strategy and promote coordinated regional development throughout 2024, as outlined in a government work report presented to the national legislature.

Advancing New Urbanization

The urbanization rate of permanent residents in China reached 67 percent in 2024. The government plans to further integrate rural migrants into cities by enhancing basic public services, ensuring compulsory education for their children, improving housing security, and expanding social insurance. Additionally, efforts will target bridging infrastructure and public service gaps in county-level regions while fostering the growth of county-level economies.

Modernizing metropolitan areas is a key focus, with initiatives aimed at improving governance in megacities and large cities, and ensuring balanced development across cities of all sizes. Urban renewal projects will continue, emphasizing the renovation of old residential communities. Plans also include developing digital and smart infrastructure, enhancing accessibility and elderly-friendly facilities, and building livable, resilient, and smart cities.

Promoting Regional Coordinated Development

The government will implement strategies to boost large-scale development in the western region, revitalize the northeastern region, accelerate growth in the central region, and modernize the eastern region. Economically advantaged areas such as the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area will see enhanced innovation capabilities and influence.

Key projects include the high-standard construction of the Xiong'an New Area, the development of the Chengdu-Chongqing economic rim, and the vigorous expansion of the marine economy through the establishment of national marine economic development demonstration zones.
