A comprehensive Evaluation Report on Worldwide City Hotline Services and Governance Effectiveness has been released in Beijing, highlighting the exemplary performance of hotline services in 20 major international metropolises. The report was unveiled during the 2024 Beijing Forum on Swift Response to Public Complaints, which took place over two days.
Co-organized by the Chinese Academy of Social Sciences, China Media Group, the Communist Party of China Beijing Municipal Committee, and the Beijing municipal government, the forum aimed to uncover innovative and practical solutions to public service challenges and share valuable experiences in urban governance.
The evaluation encompassed cities such as Beijing, Shanghai, Guangzhou, Hong Kong, Seoul, Singapore, Tokyo, Berlin, Paris, Madrid, London, Toronto, New York, and San Francisco. These cities were assessed based on their hotline services' effectiveness in process governance, collaborative governance, smart governance, and responsive governance.
According to the report, the development of global urban hotline services is characterized by common trends like resource integration, channel construction, intelligent application, data mining, and a focus on citizens' experiences. These elements are crucial in enhancing the quality and responsiveness of public services.
Industry experts view this report as a pioneering effort, being the first worldwide systematic analysis of city hotline trajectories and trends. It introduces a governance-based framework that offers a comprehensive assessment of hotline services and their efficacy in urban governance.
Meng Tianguang, head of the report's expert group and professor at the School of Social Sciences of Tsinghua University, emphasized the report’s significance. \"This report provides a scientific decision-making foundation for the continuous optimization of resource allocation, the improvement of public service efficiency, the promotion of urban governance innovation, and ultimately, the enhancement of people's well-being.\"
