China’s Premier Li Qiang Announces Reforms to Enhance Administrative Law Enforcement

Chinese Premier Li Qiang has emphasized the need to strengthen administrative law enforcement during a State Council study session held on Monday.

Premier Li highlighted that abuse of administrative discretion and unfair law enforcement practices still exist in some sectors and regions. He stressed the importance of addressing issues that are of grave concern to the public and businesses by improving the system of benchmarks for administrative discretion and standardizing the exercise of power.

A special initiative is set to launch in 2025, aiming to regulate business-related law enforcement. This initiative seeks to continually improve the business environment, boost market confidence, and stabilize expectations. Premier Li also noted that flexible measures could be applied to minor offenses that involve no intent and pose limited social harm.

The study session featured a lecture by Hu Jianmiao, a professor at the Party School of the Central Committee of the Communist Party of China (National Academy of Governance). Vice Premiers He Lifeng and Zhang Guoqing, along with State Councilor Wu Zhenglong, participated in discussions.
