CPC Central Committee Sets 2025 Economic and Anti-Corruption Plans

The Political Bureau of the Communist Party of China (CPC) Central Committee convened on Monday to strategize the nation's economic trajectory for 2025, alongside reinforcing Party conduct and anti-corruption measures.

Chairing the meeting was Xi Jinping, general secretary of the CPC Central Committee, who emphasized the critical nature of this year in fulfilling the objectives outlined in the 14th Five-Year Plan (2021-2025). He highlighted that the country's economic performance has remained stable, with notable advancements in economic strength, scientific and technological capabilities, and overall national power.

Looking ahead, the committee outlined that the primary goals for economic and social development in 2024 are on track to be achieved. To ensure robust economic performance in 2025, the meeting advocated for more proactive and effective macroeconomic policies, including a proactive fiscal policy and a moderately loose monetary policy.

The committee stressed the importance of enhancing the policy toolkit, strengthening unconventional counter-cyclical adjustments, and improving policy coordination. These measures aim to make macro regulation more forward-looking, targeted, and effective. Additionally, there is a strong push to boost consumption, enhance investment efficiency, and expand domestic demand across all sectors.

Innovation remains a key focus, with an emphasis on fostering new quality productive forces driven by scientific and technological advancements. Developing a modernized industrial system and advancing economic system reforms are also priorities to ensure the effective implementation of signature reform measures.

On the international front, the committee called for expanding high-standard opening up, stabilizing foreign trade and investment, and effectively mitigating risks in key sectors to prevent systemic issues. Integrated development of urban and rural areas, major regional development strategies, and accelerating the green transition are also critical components of the plan.

In terms of governance, the meeting underscored the necessity of strengthening Party leadership over economic work to faithfully execute the CPC Central Committee's decisions and arrangements. Anti-corruption efforts remain a top priority, with a commitment to maintaining a tough stance against corruption through rigorous disciplinary inspections and supervision.

Xi Jinping also chaired a meeting of the Standing Committee of the Political Bureau, where plans were discussed to hold the fourth plenary session of the 20th CPC Central Commission for Discipline Inspection from January 6 to 8, 2025, further demonstrating the party's commitment to integrity and reform.
