Experts Warn Trump’s 100% Film Tariff Could Kill US Movie Industry

President Trump's proposal to impose a 100% tariff on films produced outside the US has sent shockwaves through Hollywood and global creative hubs.

William Reinsch, a senior fellow at the Center for Strategic and International Studies and former US Commerce Department official, warned Reuters that the move could "kill" the American movie industry. "We have a lot more to lose than to gain," he said.

Scott Roxborough, Europe bureau chief of The Hollywood Reporter, told Reuters the most likely outcome isn't a production boom on US soil, but a steep drop in overall film output: "Probably that just fewer productions will [be made]."

Industry analysts note that US cinema relies on a vast network of cross-border partnerships—from overseas locations and co-productions to global distribution channels—that support everything from blockbuster franchises to indie hits.

While the White House hopes the tariff might bring jobs back home, insiders argue the policy could make many projects financially unviable, shrinking creative opportunities and cutting access to diverse stories worldwide.

As the proposal heads to Congress, lawmakers, studios, and streaming platforms are gearing up for a high-stakes debate. For global audiences and creators, the stakes couldn't be higher: a policy that risks narrowing the scope of cultural exchange and reshaping the future of film.
