China's Ministry of Commerce (MOC) has announced new measures to tighten the export of dual-use items to the United States, aiming to protect national security and uphold international non-proliferation commitments.
Effective immediately, the export of dual-use goods such as gallium, germanium, antimony, and superhard materials to U.S. military users or for military purposes is strictly prohibited. Additionally, exports of graphite to the United States will undergo more stringent scrutiny regarding end-users and end-use intentions.
Dual-use items, which can serve both civilian and military applications, are critical in various industries, including technology and manufacturing. By enforcing these controls, China seeks to prevent the misuse of these materials in the development of weapons of mass destruction.
Any organization or individual found transferring or providing these dual-use items from the People's Republic of China to the United States in violation of the new regulations will face legal consequences, according to the MOC.
An MOC spokesperson emphasized the government's stance, stating, \"In recent years, the United States has overstretched the concept of national security, politicized and weaponized economic and technological issues, abused export control measures, arbitrarily restricted the export of relevant products to China, and put a number of Chinese companies on the sanctions list to suppress and contain them.\" The spokesperson criticized U.S. practices for undermining international trade rules, the legitimate rights of enterprises, and the stability of global industrial and supply chains.
Despite these tensions, China's government remains committed to promoting high-standard openness and opposes any erroneous generalization of national security. The spokesperson added that China is ready to engage in export control dialogues with relevant countries and regions to jointly ensure the security and stability of global industrial and supply chains.
