China Launches Anti-Subsidy Probe on EU Dairy Imports

In a significant move impacting international trade, the Chinese Commerce Ministry announced on Wednesday the initiation of an anti-subsidy investigation targeting certain dairy products imported from the European Union (EU). This probe, effective from August 21, aims to scrutinize EU-sourced fresh cheese, curd, and blue cheese intended for human consumption.

The investigation responds to a July application submitted by the Dairy Association of China and the China Dairy Industry Association, representing the interests of the domestic dairy sector. \"Our goal is to ensure a fair competitive environment for Chinese dairy producers,\" a ministry spokesperson stated.

The ministry engaged in consultations with EU officials starting August 7, with discussions continuing a week later to address potential concerns. The scope of the investigation covers products imported between April 1, 2023, and March 31, 2024, and also examines the impact on Chinese industries from January 1, 2020, to March 31, 2024.

A total of 20 EU subsidies are under the microscope, including those from the EU's Common Agricultural Policy and specific programs from member countries such as Austria, Belgium, Croatia, the Czech Republic, Finland, Italy, Ireland, and Romania. These subsidies are being evaluated for their influence on the competitive landscape of Chinese dairy markets.

The probe is expected to conclude before August 21, 2025, though there is a possibility of a six-month extension under special circumstances. This development underscores the ongoing complexities in global trade dynamics and the efforts by nations to protect their domestic industries.
