Premier Li Qiang Emphasizes Solid Efforts to Meet 2023 Economic Goals

Chinese Premier Li Qiang emphasized the importance of steadfast efforts to implement reform measures and achieve the annual economic and social development goals during the fifth plenary meeting of the State Council on Friday.

Li underscored the need to enhance the effectiveness of reforms, with economic structural reform serving as the spearhead. Key focus areas include promoting fiscal and tax reform, building a unified national market, and advancing new urbanization.

Highlighting the significance of economic recovery, Li called for increased efforts to expand domestic demand, particularly by boosting consumption. He stressed that service consumption should be improved in both scale and quality, advocating for differentiated support policies tailored to different groups to fully unleash consumption potential.

To stimulate investment, Li emphasized the importance of effectively leveraging government investment and ensuring the implementation of policies that support private investment. He suggested increasing the scope, scale, and proportion of local government special bonds as capital funds.

Li also highlighted the necessity of continuously improving the regular communication and exchange mechanism between the government and enterprises. He stressed that the voices of businesses should be heard and their challenges adequately addressed.

The Premier called for the development of new quality productive forces in line with local conditions and advocated for the promotion, application, and upgrade of new technologies and products. Additionally, he urged active adaptation to change and enhanced high-standard opening up, including increased efforts to attract and utilize foreign investment.

Li emphasized the support and improvement of people's livelihoods, stabilizing employment for key groups, and implementing new measures to increase residents' income.

He concluded by stressing that government work should be more law-based, aiming to maintain the order of the socialist market economy and create a favorable business environment that fosters innovative development of all market entities.
